Diagnosing Before Touching Anything

Every engagement starts with a full crawl in Screaming Frog, server log file analysis to see what Googlebot actually requests versus what it should be requesting, and a review of every open issue in Search Console's index coverage report.

Those three sources are cross-referenced against each other rather than trusted individually, since a crawl alone can't show wasted crawl budget, and Search Console alone can't show why a page isn't being crawled in the first place.
